What each document is
The NIE is the foreigner's identity number. It identifies a foreign person administratively in Spain. It is a number, not a card and not a residence authorization.
The TIE is the foreigner's identity card. It is a physical, personal and non-transferable card that proves the legal situation of a non-EU foreign national in Spain. It includes a photo and NIE.
The certificado de registro de ciudadano de la Unión (EU citizen registration certificate) records an EU, EEA or Swiss citizen's registration in the Central Register of Foreigners when residing in Spain for more than three months.
Main difference
The essential difference is their function. The NIE is an identification number. The TIE is a physical card documenting a non-EU national's immigration status. The EU citizen registration certificate records an EU citizen's residence in Spain.
Having an NIE does not mean having legal residence. A non-resident may need an NIE for economic, tax, notarial, banking or administrative procedures.
The TIE proves legal status while valid because it depends on a previous authorization, visa or recognized right.
The EU citizen registration certificate records registration as an EU resident. It is not a TIE and does not replace a passport or national identity card.
Who should request each one
The NIE is for foreign nationals who need identification before the Spanish Administration for economic, professional or social reasons.
The TIE is for third-country nationals with authorization or a visa to stay in Spain for more than six months. It must usually be requested in person within one month from entry into Spain or from the authorization becoming valid.
The EU citizen registration certificate is for EU, EEA or Swiss citizens who will reside in Spain for more than three months. It must be requested within three months of entering Spain.
Non-EU family members of EU citizens do not apply for this certificate. They generally apply for the tarjeta de residencia de familiar de ciudadano de la Unión (residence card for a family member of an EU citizen).
