If you will reside in Spain for more than three months as an EU citizen, you generally need the certificado de registro de ciudadano de la Unión (EU citizen registration certificate). The certificate already shows your NIE.
If you are a third-country national or a non-EU family member of an EU citizen, you will generally need the relevant residence authorization or card rather than NIE assignment alone and, where applicable, a TIE.
